Luxembourg’s CNVV is now 24/7: what victims of violence can expect

The national centre supported 397 victims in its first year and has extended its helpline to round-the-clock access.

Luxembourg’s National Centre for Victims of Violence, the CNVV, has moved to round-the-clock availability. Since 1 May, the centre’s helpline 20 60 10 60 has been accessible 24 hours a day, seven days a week.

The centre opened in April 2025 and is operated by the Luxembourg Red Cross under a government-backed framework. In its first year, it supported 397 victims, according to the government anniversary statement.

The service is built around four forms of support: psychosocial, medical, legal and police-related assistance when the victim wants or needs it. The centre has also added free weekly legal consultations.

For victims, the distinction is important. The CNVV can be an entry point when someone needs help, documentation, orientation or accompaniment. In immediate danger, the emergency number remains 113.

The change matters for domestic violence cases as well as other forms of violence, because access after office hours is often when victims need a first safe conversation. A 24/7 helpline reduces the waiting time between deciding to seek help and reaching a professional.
