'Perma-crisis': IDEA says Luxembourg's housing shortage is no longer a crisis but the new normal
Fondation IDEA, the think-tank created by Luxembourg's Chamber of Commerce, argues the housing shortage should no longer be called a "crisis." In Décryptage No. 54, economist Michel-Edouard Ruben calls it a "perma-crisis" — an "established disorder" of scarce supply and high prices.
