Luxembourg unemployment stays at 6.3%, but ADEM’s March data shows where pressure is building

Resident jobseekers rose 8.4% year on year, vacancies improved, and non-resident registrations climbed sharply.

Luxembourg’s unemployment rate was stable at 6.3% at the end of March 2026, but ADEM’s latest release shows a labour market with pressure under the surface. The agency recorded 20,491 registered resident jobseekers available for work, 1,588 more than in March 2025, an 8.4% year-on-year increase.

The rise is not evenly spread. ADEM says the increase particularly affects the most highly qualified jobseekers, up 17.4%. By age group, the strongest movement is among people aged 30 to 44, up 10.1%. By occupations sought, the largest increases remain concentrated in secretarial and administrative support, IT, and accounting.

New registrations also rose: 2,805 residents registered in March 2026, compared with 2,718 in March 2025, a 3.2% increase. At the same time, the number of resident jobseekers receiving unemployment benefits fell 7.1% year on year to 10,068, while 4,445 residents were in employment support measures, slightly below the previous year.

The cross-border angle is important. ADEM counted 4,354 non-resident registered jobseekers available for work at the end of March, up 25.4% year on year. More than half had external professional redeployment status, making them eligible for ADEM financial support under the same conditions as residents. Another 1,919 registered voluntarily without receiving financial support.

The headline message is mixed rather than simple. A stable 6.3% unemployment rate suggests no sudden break in the labour market, while rising vacancies are a constructive sign. But the growth in qualified jobseekers and non-resident registrations points to mismatch risks in office, technology and accounting jobs, precisely the categories that matter for Luxembourg’s services economy.
